Not all laws of morality can be written in stone... Religionists want to establish all possible moral rules based on today's norms, and under normal conditions, and then never reconsider them. Secularists want citizens to always be thinking, asking questions, and colloborate to form a consensus on laws and rules. Secularists have 'faith' that reason will prevail in a free and open society.
